booting problems

hello, need a little help with my sisters pc, it won't boot windows, it gets to the boot screen then restarts. i told her to put the xp disc and boot from that to see if she could repair or worst case scenario, re format. she tried but when trying to set the boot order in the bios all the options were set to disabled and there is no way of changing them, its hard to see whats going on over the phone but has anyone encountered this before as i know i havent, id appreciate any ideas.

 

Has she tried F8 and selected either safe mode or last known good configuration?
