run-time error '438'

    I am having trouble running a simple program from a cd. Whenever I try to launch the .exe the pc throws a run-time error '438'.

    I e-mailed the IT Support center for the application and here is what he wrote:

    There is a setting within the Operating System that will not allow you to
    install the Flash Player Plug-ins. The application runs 100% from the CD
    and unless the OS allows access to Flash Player Plug-ins all you will get
    is either a box with nothing in it or the error message you are getting.

    Any idea how to get at these settings that the IT guy is talking about?
