win me- can i password protect internet from kids without cybersitter, etc?

    happy memorial day! i need to password protect my old windows me system so that my kids cannot access the internet without my permission. i don't want to get net nanny or cybersitter as i hear they can affect other programs. is there a simpler way to do it? all i want to do is keep them off the internet.........easier said than done?? i hope not! ;)
