Cannot Download Windows Updates - BITS problem

I have a Dell, Windows 7. I just realized that none of my windows updates have been downloading. The error message is: 80246008. I follow the instructions from Windows Help and Support and their first directive is to restart BITS. Well I open up my administrative tools>services>BITS/Properties and hit Start because the service status is 'stopped.' But then I get the error "Windows could not start the Background Intelligent Transfer Service on Local Computer. Error: 1075 The dependency service does not exist or has been marked for deletion." Uh oh! Help please
