Forgotten Password

I'm trying to fix a friends laptop, but following a system restore I have got the following message:

"This computer system is protected by a password protection system. You cannot access the data on this computer without the correct password".

Anyone got any ideas how I get past this?I haven't got the Windows disk because it came preinstalled, the friend has no recollection of the password. Running "Microsoft Windows Millenium Edition (2000)"

Can I force startup from a CD? on a Mac you hold down the C key but this doesn't work on PC...

moved jumper on HD, removed battery and ps overnight, removed ram...
put it all back together, still can't get in.

How do I force-start up from CD?
