Ethernet Driver Controller Missing

I have a Dell Inspiron 570 and the ethernet will not connect, it works fine on the laptop i am using now so i know that is not the issue.This happened after a fuse went and cut the power,after booting up my PC it wouldnt connect
I get the message ethernet controller driver is missing i have downloaded and installed the r24317 driver as another help post of the dell forums told me too.(This driver came straight from the dell website).
On account of another forum post i have checked that the ethernet is enabled in The BIOS setup.
I have also reinstalled windows 7 on my machine and done all this again just to make sure to no avail.

Any help would be appreciated as this has been driving me mad for the past 2 days.
I know there is another post like this one but as i have tried everything that was posted i thought to make a new thread.

follow these instructions on how to install......

Install

1.Double-click the new icon on the desktop labeled R243173.exe.
2.The Self-Extracting window appears and prompts you to extract or
unzip to C:\DELL\DRIVERS\R243173. Write down this path so the executable (I.e.
Setup.exe) file can be found later.
3.The Self-Extractor window appears.
4.Click OK.
5.After completing the file extraction, if the Self-Extractor
window is still open, close it.
6.Click the Start button and then click Run.
7.Type C:\DELL\DRIVERS\R243173 in the Open textbox and then click OK.
8.Follow the on-screen installation instructions.
