Dell Steady Amber light and refuses to boot

    Last week a lightning storm parked itself over my house. About two steps away from reaching the surge protector to turn it off, there was a loud pop and all the clocks/appliances in the house started the "I've lost power" blink. After the storm left, I tried to boot up the computer, which just held a steady amber light from the on button and the fan came on. The Dell information I found all indicated that this was probably a bad power supply. I have now replaced the power supply on the e 521 and it still has the steady amber light and will not boot.
    Any suggestions, or should I assume that all hope is lost?
