web filtering software

I have a niece and am wondering which freeware web filtering software is best.

"Best" is a matter of opinion, and a very personal choice based on what works for a particular situation. Many factors decide what is "best": how effective it is, how easy it is to use and understand and learn, price is always a factor, and so on.... BUT- here are some recommendations based on what I've had some friends tell me about. They have younger children, I don't, so I can't tell you from personal experience....
