Losing connectivity and web browsers "flicker"

I have been regularly losing the ability to load websites. It happens suddenly, and happens across all browsers (IE, Chrome, Firefox). I am cautious not to say that I am losing internet or network connectivity, because I am not. Outlook still connects to our Exchange server, I can IM with people, my stock broker software still pulls live stock quotes and I can still place trades, and an IE based support chat I had going once continued to work. I just can't load new web pages, or refresh, and Outlook cannot access POP or IMAP email.

Nothing I have tried fixes the issue short of restarting. I've tried disabling and re-enabling the network card (this is happening over LAN, not wireless). I've also tried a few fixes like disabling IPv6 and turning off Receive Side Scaling on my network card. There are also no Event Viewer entries at the time I lose the connectivity. It has been happening more than once a day now.

In what may or may not be related, when I'm in a browser session, I often get a "flickering" that looks like another window just opened and immediately closed so fast that I almost couldn't see it.

I've followed all the malware instructions, and my log files are attached.

Not seeing any malware at all.

Did you let Malware Bytes quarantine the entry it found? Looks like you didn't... please do so now if not.

If you are not having any other malware problems, it is time to do our final steps:
    1. We recommend you keep Malwarebytes Anti-Malware for scanning/removal of malware.
    2. Renable your Disk Emulation software with Defogger if you had disabled it in step 4 of the READ & RUN ME.
    3. Go to add/remove programs and uninstall HijackThis. If you don't see it or it will not uninstall, don't worry about it. Just move on to the next step.
    4. If running Vista, Win 7 or Win 8, it is time to make sure you have reenabled UAC by double clicking on the C:\MGtools\enableUAC.reg file and allowing it to be added to the registry.
    5. Now goto the C:\MGtools folder and find the MGclean.bat file. Double click ( if running Vista, Win7, or Win 8 Right Click and Run As Administrator ) on this file to run this cleanup program that will remove files and folders related to MGtools and some other items from our cleaning procedures.
    6. Any other miscellaneous tools we may have had you install or download can be uninstalled and deleted.

    7. After doing the above, you should work thru the below link:
