IE won't open- tries, then stops

I removed your HJT log as we don't allow inline logs b/c it clogs up searches with irrelevant links. Additionally, there is a great deal the HJT doesn't show.

A quick scan of your log before removal however shows that you had 2 instances of internet explorer running and a super crazy amount of programs running in the background.

My suggestion would be to first eliminate most of what you have running at startup. You can find information on the best way to do this here. If you need assistance or have any questions about this process reply to this thread and someone would be glad to help you out.

And of course, if after eliminating startup items you are still having issues with IE let us know and we'll go from there.
