USER32.dll error message installing games

    When I try to install Hoyle Card Games 2004 or any of several other games from CD I get the error message: "The proceedure entry point GetMenuCheckMaskDimensions could not be located in the Dynamic Line Library USER32.dll."

    Can I safely download this file from microsoft--or anywhere else--and if so might the download fix the problem.

    I've tried all the fixes on the companies' websites and nothing works.

    My system is:
    Windows 2000 Professional Service Pack 4 (build 2195)
    600 megahertz Intel Pentium III
    32 kilobyte primary memory cache
    256 kilobyte secondary memory cache
    40.01 Gigabytes Usable Hard Drive Capacity
    34.42 Gigabytes Hard Drive Free Space

    Any other ideas or suggestions?
