Is this a system board problem or a card problem he said he put a rugular card in it and it did the same thing the photo shows what its doing. Any one who has seen this please advice on what to replace.
    Thanks

Shut down pc, unplug power cord, triple-check for connections, heck, unplug & plug the gpu back in, check the PCI-E 6-pin power connector if there's one, plug power cord in, start pc up again.

Ive tried reseating it several times and now connections appear bent or damaged And Ive ruled out the monitor can I try a regular pci slot instead of the agp or could it not handle it?

No, agp can't be used in pci or pci-e. However, you can try the agp card in someone else's pc with an agp slot. Like a friend's, a neighbor's, etc.
