I forgot my login password to my Intel based Macbook. And I'm assuming that the firmware is enabled. How do I disable the firmware and do a clean install?

You can reset your password by booting off of the Software Install CD that came with your Mac.

But that's the problem I only have a burned copy of osx tiger and then I have the macbook itself. I bought it off someone and they gave me nothing. I tried to get in contact with them but they are no where to be found. So basically I'm screwed?

No, you just have to buy a bootable copy of OSX, either off ebay or some where else.
