Banned from my own server?

My shared server is up and running, i can surf to it via a proxy site, plus my server support people have confirmed that nothing is wrong with it but i cannot surf to it, get email from it or ftp into any of my domains hosted on my account

My isp is talk talk
my server host is UH-hosting.co.uk

the server i cant access is 213.230.203.210 (web4.000025.net)
one of my domains on this server is www.solve-nt.co.uk

p.s. is there anyway of determining what other sites are also hosted on that shared server, perhaps so i can determine whether someone elses site has triggered a ban or something?
