Is this MS Windows XP, Vista, etc? or Linux, MAC? or what?

Do you have all the updaes for your machine?

Is the account you login a limited account?

Does the problem also occur for other users on your system?

If not, copy their desktop configuration parameters, e.g., if it is Windows XP export the desktop settings from yours and their registry. (Note your export is a backup should things go wrong then you can import this backup) Then import or merge in their desktop settings into yours.

Alternatively create a new user account and if you can change your desktop then copy your files and settings from your old user account to your new one account. Fnially remove the old user account.

This is a virus, a variant of the SmitFraud virus I think. Try running Rogue Remover and Norman's Malware Cleaner (both free in the antivirus section here at MajorGeeks). I had this same problem once, and after the virus was removed I still had to enter the registry and change some stuff.... I'll look it up and post a link or the needed fix info.

Edit: I did some poking around; here are some links about Smitfraud. Be sure to read everything first before attempting any repair and reg-editing. I assume no responsibility for any damage that may occur from following the info on these links. This info is presented for informational purposes only. Use at your own risk! (legal stuff in case you hose your PC and you get mad at me ;) ). The Symantec link has the best info about the reg and what files are possibly causing the problem. Be sure to go to the Major Geeks Malware Removal forum, read the stickies, follow the instructions posted in the stickies, and proceed from there. Good Luck!

Your symptoms may or may not match those in the links above; Smitfraud is kind of a generic term for any wallpaper/display properties hijacker....
