rtl70.bpi Removal

When I open my computer, I receive the following error message:

Can not find import; DLL may be missing, corrupt, or wrong version file.
"rtl70.bpi", Error 126.

I am looking for help to solve this problem. I believe the computer is missing a .dll file, but do not know which one. Can anybody offer assistance with this problem?

[/FONT][FONT=Bitstream Vera Sans Mono,sans-serif]The Borland Delphi 7 Package Installer will install three files, [FONT=Bitstream Vera Sans Mono,sans-serif]rtl70.bpl[/FONT][FONT=Bitstream Vera Sans Mono,sans-serif], vcl70.bpl, and vclx70.bpl, the System directory. These files are needed by programs built with Delphi 7.[/FONT][/FONT]
