Unhappy PC Won't Start!

Hi
I have a compaq desk top pc. We had a bad storm this evening, lost power. When the power can back on our phone, which is plugged into the same surge protector as our pc, started to ring and then we heard a strange sound and the phone stopped mid-ring! After the storm was over I went to turn the pc back on and noticed the power light was flashing and the pc would not respond. The monitor and printer came on but not the keyboard or pc itself. The light in the back of the pc is also blinking. Searching through the site I see other people who have had this problem it was diagnosed as a power supply problem. I did try the advice of one of those similar, I tried unplugging the pc and replugging it in to no avail, it still just blinks rapidly. So I am wondering if you feel this is also a fried power supply case?
If so can anyone tell me how I figure out what kind of power supply I need? And finally am I kidding myself if I think there is even the slightest chance that this problem may be covered under my limited one year warranty? The pc is only 6 months old. Thanks for any help or advice!

It probably is fried power supply. Since it's a fairly new PC, it should take a standard ATX power supply. Hop on down to your local independent PC store with the model number of your PC (just to be sure) and get a new PSU; if you don't feel up to the job of replacing it yourself, the PC shop should be do it for under $100 (parts and labor for an adequate 350w-400w PSU) depending on the make and model of the new power supply....
