cant access system restore

    I am trying to rid myself of a pop-up #gen_toolbar#. This booger comes up everytime I use Internet Explorer. I run Ad Aware then I get a blue screen for a physical dump. The msg in it says something about a vetefile.sys page fault in nonpaged area. It did this twice. So I go to system restore to fix this but I get a window saying MMC is not available. Also my device manager and defrag utility give me the same window message. Can anyone give me advice on what to do and what is wrong?
