   Basic could be just a PC, Software like Skype or MSN Live Messenger, speakers and a microphone and friends or other users on same, system/software.
   
   VOIP to VOIP is generally free as you have already paid for the internet connection.
   
   VOIP to Landline or Mobile is chargable.
