They do that occasionally. I suspect they get the occasional DoD attack, but you will never hear about from them.
If you have them bookmarked you will be trying the same server every time, you might try the MSN home page and try accessing hotmail from there.

They are updating the site for the next few weeks, like a 5 GB inbox etc. but like it's working for me in Canada.
