At home, in all sockets, the laptop will not connect to wireless router if power cable is plugged into mains. The laptop will connect for whole length of battery life if mains is unplugged. (UK 240V)

One other local building - an old hotel - is known to do this on some sockets with other sockets being fine. Several laptops have proved this.

Is there a filter which would clean the power?

An UPS with AVR should do the trick.
    Not a very cheap solution.

Sounds more like an earthing issue to me. If so it won't be cured by filters.

Do you know what earthing type is installed in your building, in particular is it a TT system?
