Outlook 2003 Starts REALLY slow...

Not sure if this goes here or if it should be software. Have a computer running outlook 2003, and it's getting it's mail from a local exchange server. The user has to restart the computer about 3-4 times in order to get outlook to open, otherwise outlook partially opens but will sit for over an hour. We've run repair on outlook with no result. The user is operating in cached mode. What I'm thinking about doing is deleting the .ost and .pst file, or maybe running scanpst to see if that works. Anyone else have any ideas of what to try?
