Scrolling windows/menus

    Whenever I open/close/move a window or menu, it scrolls slowly, whereas before, they used to pop open instantly or move without looking like it was moving in sections.
    I just did a system recovery, installed everything as it was before, did multiple windows updates.
    I tried adjusting the settings in the control panel/adjusting visual effects.
    Any ideas?
    My video card is an ATI Radeon 950, Catalyst package 6.1, as downloaded from the ATI website.

    Open Windows Task Manager and see what processes you have running that are using memory, and also how much %CPU is being used.
