I would like some help for True Crime: New York for PC...

Hello, My name is Danny. I just recently got True Crime:New York City for PC, and I am doing pretty good at it. But, I accidentally bought a skill at the police station, and it is for all vehicles that I am driving. It is the skill that you have to double tap left or right arrow keys, and then double tap 'W'. And when you do that, the car stands on two wheels. But, I don't like that skill, so I was wondering if anybody knows how I can get rid of that skill?

Also, I was wondering if I could get the police uniform back that I had in the beginning of the game, and if I can, how can I get it back?
