Why does your Hard drive need to be formatted?
Does it appear in your BIOS?

If the drive is unformatted, then the computer certainly won't boot to it.
Is this the only drive in your computer?
If so, you must boot to a system disc (ie: WinXP install disk or something similar).
In your BIOS set the boot sequence to boot first from your CD.
The system disc should recognize the need for the hard drive to be formatted and it will walk you through the process.
