Winsock 10022

I have been searching but haven't found anything with 10022. Internet was fine yesterday and I think the last thing that was done was a windows update.
Today I connect to internet... no problem... MSN works fine... but can't get on IE... when I bring up information the top thing mentions Winsock.. all about 10022.
It's in Chinese so I'm giving you what I've got right now. I'm trying all the little winsock reset things but so far no go. Any ideas?

Now the problem is happening with another computer... same problem says something about the catalog having a problem. I can post all the information once the computer reboots.
