Living Short Detector

Just bought a bunch of components, starting to assemble a new box. Got most everything in, decided to POST check before I went all the way. I got my fans to spin and all my lights to light, but I can't get a POST beep from my speakers. Couple questions:

A) I don't have any system memory installed. Can I get a POST beep on the 64kb of internal memory, or do I have to wait for my RAM?

I couldn't get any video from my video card. I suspected my old adversary, having the motherboard shorted to the case. I bought my PSU from a local Koreean store. It came with a two-prong power cable (no ground). I noticed that when my arms were touching the case metal, I felt the sting of electricity in my arms (I'm a really hairy guy). Obviously I'm shorted somewhere.

B) If I get a three-prong power cord (I'm gonna do it anyway), will it solve my short? Or will all my current just get dumped straight out my wall ground (therefore, still no POST)?

I bought my case from the same Korean guy. It's obviously a knockoff with a "Thermaltake" sticker on it, but it was cheap. Thing is, I got shitty aluminum standoffs.

C) Can I use rubber washers or something to keep the short from getting to my motherboard? Or will (B) solve this problem?

you're not getting a post beep because of no ram.

most cases come with the gold plated standoffs inbetween mobo / case ...
