I agree you have to start with the basics, Clean all your cookies, temp files and history first. Then try updating your flash (www.flash.com) and java (www.java.com) Still having the issues if using IE7 go to tools> Internet options> Advanced> Click Reset button and then another window will pop up asking are you sure> Click the reset button. it will run you will then have to close Internet Explorer, now re-open. Does the problem still happen? If so try another browser like Firefox (www.firefox.com) or Opera (www.opera.com) do you have the issues with them?

Just Cnet pages only or other websites? asking this as their are options for making pages look basic liek your screenshot, in IE one is in Tools > Internet Options > under Apperance ~ Accessability and untick all the options if any ticked.

Did you try as suggested by Juice an alternative browser and update your Flash and Java?
