For the past week every time I watch a video or play a game (both online and on computer), I hear the background music but the voices and sound effects are garbbled or missing completely. Is my video card going or is this a driver issue? I have Windows XP home edition with an Intel(R) 82845G/GL/GE/PE/GV Graphics controller.

My first guess would be a failing audio card that is having trouble outputting certain frequencies of audio. Try new speakers if you have them, as well as updating your audio drivers
