Default Kindle for pc(different versions?)

So I just bought my first kindle book for my pc and I can do a few things with it, but I can't highlight anything, and I can't make notes on the side. from what I hear, highlighting and notes are a part of kindle notebook. So is there a side version of this program that can do all those things? Is this something kindle did to make extra money so people don't just use their laptops for it? Or is there really programing issues?
