Menu Bar Blacked out

I'm using Windows XP, The Menu Bar ( File, Edit, View, Favorites, View and Help) has been blacked out. If I put the cursor over any of these words, they
become visible. But as soon as I move the cursor away they become blacked out again. How do I get rid of the black out? Any help will be greatly appreciated.

Option 1:
Right click anywhere on desktop. - "Properties"
- "Appearance"
- "Windows and Buttons" -> make "Windows XP Style"

Not exactly your problem (this is for a missing toolbar), but it might fix it.

Your description sounds like the menu bar in Internet Explorer?? If yes, what version? On the bottom right of that bar is an item labeled "tools". Drop down, is menu bar checked?

So it does, brandypeppy. And it's also the same as the Menu Bar in Windows Explorer (except katman has 'View' twice - probably should be 'Tools'), which is the one I was addressing. Take your pick, katman.

Thanks to all that offered suggestions. But for some mysterious reason which I have no
answer, the problem resolved itself. The black out disappeared
