    Um, speakers with volume control?
Setting control panel, sound & audio devices and its right there.
If its in the tray, a speaker icon, right click and adjust.

How about this... Simply go into your sound properties, scroll down to windows startup and windows shutdown and simply choose nothing as the sound?
    Or, import your own sound.
Or, take windows sounds, open with an audio program and adjust the volume and replace.
