STRANGE new PoPuP

I have this popup now appearing on the laptop destop.
Have absolutely no idea what generated it.
It has a small globe and a hand behind it.
It says "Reminder with the current day month year and time on the top bar.

No, please do not remind me any more.

Something tells me not to click any options at all. BUT it's the only way to get by that screen........ but who knows what's after it.
Only way I can get rid of it is to reboot but then after a while, it pops back up again.
I performed a full system scan with Nortons using page defaults.
When Nortons was scanning \SWSetup\ISP.us-pre it hung for a while. (Popup was still up in the background.)
How can I find more info about it and how can I get RID of it???

DUH.. (hate those moments)
I was having problems with an old dialup connection in my laptop settings. Don't use dialup any more.
I corrected the settings and I think that's what forced that popup screen. Did a google on that file that hung and it appears to be legit and probably generated from within the setup files.

I think I have it temporarily solved. Read my 2nd post.
I didn't allow backweb exe to run after rebooting and it's gone.
