Always On Top

Does anybody know of an app that will launch a program window "always on top" of any other programs that might be running?

Here's what I am doing. I have two programs that launch simultaneously (thanks to wise wiz's little batch file) One is Roxio Easy CD creator and the other is a backup utility. What should happen is that the backup utility should appear on top of Roxio, but Roxio being the lovely program it is this doesn't always happen and the Roxio screen covers the backup utility screen.

So what I need is to make the backup utility "always on top"

All ideas gratefully appreciated!
