dont know whats the problem

ok i just got this laptop and when i try to dial out i get a no-dial tone error it has a modem of Xircon CreditCard Ethernet+Modem 28.8 its saying your network adapter Network of Xircon CreditCard Ethernet+Modem 28.8 [0002] is not working properly. You may need to set it up again. can someone help me with that because i dont think i know how
