UT2004 Dedicated Server

Okay, ive gone through a lot of stuff about this thing today and really want to get it to work. As of now, ive set everything up so that the game (Unreal Tournament 2004) will run a dedicated server. 1) I want to play in my server, someone told me to go to LAN tab, server isnt under there 2) Tried to get my friend to connect to it, just left him at the connecting screen (A lot of servers leave me at the connecting screen, is this because of my firewall)
PLEASE HELP ME
