Help with Active X and Sites

Hi all,
Currently building a site and I'm using some flash but the problem is with the service pack 2 it's always blocked which is a bit of nuisance simply because alot of people won't accept them or whatever the reason may be.
Anyway what I'm trying to ask is if there is some java code or something similar that will get rid of these controls.
Also im building the site using Dreamweaver MX 2004

I don't see anything wrong with it. Basically i'd like nice flash or rollover buttons without the need to need to accept the ectivex controls. I have seen tons of sites that have flash yet with no need to accept the stupid controls. Ah well I'll keep diging up and see what I can find
