Slow upload speeds, but fast DownLoad speeds? Capped?

I cant seem to host a good server on my xbox. I remember at my old house I could hold a 16 man server, but here max would be 8? Its annoying.
So today I did a dslreports test, and it said I had almost "Dude" Download speeds which means good I believe, then I checked my Up speed and it was horrible?

So Im trying to figure whats the problem? My router? or could my ISP have capped me? or is capped? Something?

This is typical for most home users. The ISPs don't wish for you to host your own servers, unless you pay for a higher premium, then you can have nice upload speeds.
