Laptop - SLOW Internet Problem!

My Compaq Presario 1500's internet moves slower 14.4 modem.
Here's the problem:
- with a wireless card the internet works fine.
- with a cable connected to the back of the laptop, when viewing under local area connection, the packets sent/recieved doesn't go over 100.
ie. The internet is SLOW or non-existent

I tried reformatting the computer. Still no good.
The rest of the computers at home work fine.

i think its a firewall on that posrt do you have hardware firewall. try to use different cable
