am i restricting cooling?

    I have an antec blower under my 9600 but not directly under the heatsink so is it restricting cooling? also i am thinking of getting a ZALMAN VF700-CU 2 Ball VGA COOLER http://www.newegg.com/Product/Product.asp?Item=N82E16835118117 will this fix my other problem of it going all artifacty cuz i oced it? help plz
