What do those circles mean and what are those recatngles that move up and down the lines? |

Those circles represent other computers/Seeders/Leechers that you are connected to. The circle in the centre represents your computer. The more blue that is in the circles, the more of the file they have downloaded and can share with you. So a circle with nothing in it represents a computer that has nothing to share.
The moving rectangles represent uploading and downloading from other computers. If the rectangle is moving away from the centre, you are sending data to someone. If the rectangle is moving toward the centre, you are receiveing data from someone. The rectangles can also move both ways between two people at the same time.
