I would like to disable Internet access on some PCs in a workgroup (peer-to-peer) envirnment. Most of them are Win 98. How can I do that without affecting the other PCs and still maintain file sharing to a file server?

I'd try giving them a static IP with no Gateway or DNS.
I was going to test this out but VPC is not cooperating currently.
    or
if they are already static IPs and you have a (real) router - you can set up a deny rule.
