Default Mouse/Keyboard and other?

I cleaned a lot of unused and unessary files from my daughters older compaq cp. It was working good and I returned it to her, when she plugged in the cp the screen came up and the arrow/hourglass did not. Nor does her keyboard work. I went over today and tried two old mouses that I had at home, they did not work, I brought them to my home and tried them on my hp cp, the arrow would show on one and the arrow and hourglass would show up with the other one but still would not work. Would appreciate any thoughts before she buys a new house.
I cannot figure out if the keyboard is defective and the mouse is bad. While I trying
some various things I notice that the adminstor box showed up and said that is was locked by the administrator. Would not think that that would cause the mouse/keyboard to work.

Try getting into safe mode .....then see if you can access mouse/properties ..also check user accounts ....maybe that with admin locked you can't "install" hardware.
