Not known many if any file recovery applications that also do file deletion of stubborn files, those are two differing tasks.

    File recovery:
    1. Recuva
    2. Free Undelete

But for more professional and harder to recover files then you will have to pay, it just depends on if the hard drive blocks the data was stored on have been overwritten or not, if so then Pro Data Recovery experts are needed.

File deletion of stubborn files, these are good.
    1. Pocket Killbox
    2. MoveOnBoot this one, once you dragNdrop the file or browse for its location, deletes the file on reboot, so any applications that have locked the file are not running so cannot lock it before deletion.. my fav!
    3. Unlocker

Errr dunno! do you get any error messages? or are you running Win98/ME? if so it no work on those OSes, you'll then need to try one of the other applications suggested.

Would need exact error message to help?

Is your XP fully upto date with all updates?

also try as hopperdave suggested PCInspector as I have used this in past and its good, but also bare in mind you need a seperate hard drive, USB pen etc to recover files too as these applications dont save to the original drive, for the reason of possibly overwriting the data your wishing to recover.
