what OS are you using? (WinXP, etc.)?
what program are you trying to get to 'Tools' in, and why?

please give us LOTS more information about what you are trying to do.

and, no it is not bad for a computer if you choose to end a non-responsive program.

Ok I am using windows xp home edition with sp2, and when you go to start ,programs, and slect system infomation which brings up all your computers system info, where you can see whats on the computer, like your drive type I/O, memory, conflicks in sharing, and etc; when I get that up,and try to browse it , it keeps giving me (not responding) and trying to click the X to close it it still hangs there, and then I have to force it to close more that once, refering to the little gray popup window, that comes up when you try and make a program close

    ok, i understand now.

for whatever reason (PCs are flaky!) your OS has a hard time closing that window when you hit the 'X'. the program becomes non-responsive and that's why that gray pop-up appears. but it's not bad for your computer to end an application that way. it's basically the same as pressing Ctrl+Alt+Delete and shutting down the process manually, except the computer is doing it for you.

Hi and welcome to Major Geeks

Hold the windows key down and hit the break/pause key.

Does System Properties eventually appear? You may have to wait awhile.

Look at device manager on the hardware tab.
Are there any devices flagged, with a yellow triangle?
