Adjusting Volume on a mp3 file

Is there free software to adjust the volume.

I have a file that is too low even when I turn up the volume.

Could try off the top of my head MP3Gain as it allows you to adjust the db ( decibel level of mp3s ) http://mp3gain.sourceforge.net/

So my question is this...I adjusted the gain for an entire folder so all the songs are the same. When I put a file into that folder, will it automatically adjust it, or will I have adjust it each time I put something new in it?

You'd need to adjust any new files added to the folder as its not sadly automatic, so maybe best to have a folder with adjusted mp3s and one for new mp3s to be adjusted, once adjusted copy to the already done folder.. will save doing them all again un-unnecessarily.
