    What is your operating system?

Try going to the desktop, right click, choose properties, choose effects tab,
    select your icon.

If you actually mean "restore" the Recycling Bin icon to your desktop... Check out this MSKB link:

"The Recycle Bin does not appear on the desktop"
    MSKB Article ID: 810869

Side Note: This article applies to all versions of both Microsoft Windows XP and Vista

    Good Luck!

    >> Yea so im def confused. I want to change this icon in the folder below to my "MyTunez" folder icon. The skin file is .Png When I right click on my "MyTunez" folder > properties >customize >browse > Icon skin folder does not show the icon. Im guessing .PNG is not an acceptable file? <<

Try converting the .PNG to .JPEG (or .GIF) format using Media Convert Online. You could also use a program like IrfanView to convert the .PNG file to .JPEG (or .GIF) format.

PNG is a format to store pictures in. You could compare it to GIF or JPEG.

The letters PNG stands for: Portable Network Graphics, which is simply a bitmap image format that employs lossless data compression (typically uses the "PNG" file-extension).

Lately, animated GIFs are all the rage on the Internet. Unfortunately there is currently no "animated" PNG format and there will never be an official one. The PNG consortium does allow extensions to the format.

Thanks. Could i avoid the converter by importing the picture to my "Paint" n saving as Jpeg?

    Edit: Guess not, Strange lol.

Edit#2: wow thanks great site! thought it was a app.

Edit#3 Damn man, says jpg is not a icon file. now im lost...

icons have the extension ico not jpg; that's what the error is telling you.

Do you have TweakUI installed? (look in your control panel)

No i don't. I figured as much on the extension thing when i googled the issue but i couldnt figure out which program i needed if any to convert JPG to ICO if any.

    I assume i need TweakUI?

Disclaimer, I don't run XP and I'm not on a windows machine to check but I think TweakUI allows you to replace a sytem icon with something else on the computer, even if it isn't an ico.
Before you download it, give me a day to get to a windows computer and look.

The quickest is probably to download and install,Twekui one of the "Power Toys" available from Microsoft
    http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx

Run that, and the Desktop section allows you to select which icons to show on the desktop by default. You should be able to turn the recycle bin back on there.
