Best line ever, and I could do this for them easily, install Windows XP and update it to SP3, then unplug the internet cable and shutdown the PC, then lock in a safe, thats hacker safe, may not be safe cracker safe!

 

:-D dont need and antivirus if PC is off, not connected to internet and locked in a safe.



This person is in seriousness asking something that non of the big operating system companies could ever hand on heart say they could deliver and even with their resources in funds. Think the code could be lifter from Open Source (as augie mentions) the GUI well skins are available to make Open Source look like XP-ish, but it would be the features and hacker safe that would send him over budget by a few $m as for this job I would suspect and as he says he is going to sell this OS, then I would want paying or a contract for a large % of the profits.
