Server beeps then powers off on startup

I have a server (Intel Xeon Quad Core x 2 4 GB RAM) and after a recent power outage it won't turn on. The ethernet port as well as two lights on the motherboard are lit.

When I plug it in, after about five seconds it starts to boot(because the BIOS is set to autoboot). It gives the usual one beep and the fans spin for about a second then it powers off.

When I remove all the memory it it gives POST error beeps and the power stays on.

I've tried removing the graphics card and the onboard PCI RAID controller.

Can anyone help?

 

Are all of the fans working correctly?

Can you get into the BIOS before it powers off?

 

Both of the CPU fans appear to be in good working order the fan on the power supply isn't spinning for some reason. and no I can't get into the BIOS before it powers off.

 

It would appear that your PSU has realised that the fan doesn't work and it is either powering off to protect itself or because it is overheating. i suggest you investigate getting a new PSU as it would be VERY dangerous to attempt to fix it.

 

Is there any test I can do to confirm before I order another 450 watt power supply?

 

Can you swap the PSU out for another one?

EDIT: do you have a desk fan you can use to push air into the PSU?

 

I wish I did but I don't have another power supply that can fit in there. This same problem occurred 2 months ago but after leaving it for 30 mins it turned back on. The thing in common between the two occurrences is a complete power loss because the server had been shutdown several times since then.
