Windows XP Service Pack 3 Access Denied

hi all, basically I got GTA IV, it said I need xp service pack 3, dled that, half way through install some error came up saying access denied.
I've tried some stuff mentioned in link below but no luck

any help on how to solve or get past this would be greatly appreciated.

Well yeah I should of said I tried everything which I did, most I had already done before reading the article
Also with the registry thing mentioned by Microsoft it gave me BSOD 20-25 seconds after starting so I haven't tried it again.

nope not the subinacl.msi the stage after it where you copy lines into notepad, save as reset.cmd then open it.
No it's not set to auto restart I manually restarted, no I didn't write BSOD message but I can recall some registry error words.

 

sorry for double post but I did that minidump, I've attached dump, I think I did that analyize -v command multiple times so same lines 3 or 4 times
